Brief Profile

Bureau of Human Resources and Civil Services is the university-based administrative implementer element that organizes technical services for general administration. This element is responsible to Rector and also to First, Second, Third and Fourth Vice-Rectors. In general, this Bureau has been assigned to deliver services to academic civics in the environment of University of Brawijaya (UB). There are three major divisions, respectively: Division of General and Legal Affairs; Division of Employment; and Division of State-Owned Property. Data and information about the resources owned by Bureau of Human Resources and Civil Sevices are about to be used in arranging informative construction to prepare the Bureau toward the management pursuant to Standard ISO 9001:2008. Several subdivisions are then arranged, respectively: (1) Administration, (2) Domestic, (3) Procurement, (4) Inventory and Write-Off, (5) Law and Order of Conduct, (6) Protocol, (7) Human Resource , (8) Employee, and (9) Lecturer.

1.    Administration

Administration services involve organizing and managing the correspondence, taking care of documentation, archiving, and also typing and multiplication.

Services related to correspondence involve numbering documents, distributing documents, delivering documents and packets, archiving documents, and ordering documents and archives. Other service is serving college students for official seal and other generals related to the seal.

2.    Domestic

Domestic Subdivision is serving the interests of work units in the environment of University, Postgraduate Program, Institution, Technical Implementation Unit, Student Activity Unit, and Student Association. Services are also given to the interest out of university as long as not disturbing university interest. Domestic services must respect the characteristic of work units that demand for such services.

Services given by domestic subdivision include ensuring the security and orderliness in campus environment, maintaining the comfort of yards and gardens, giving advice on the importance of campus cleanliness, and ensuring that electric and water are stable.

3.   Procurement

This subdivision is serving the demand of goods from academics at UB , and procuring the goods pursuant to the expected legality.

 4.    Inventory and Write-Off

This subdivision is delivering several services such as: handling office appliances; checking inventory; transcribing inventory; registering inventory from routine procurement report; registering external/abroad assists based on the report given by treasurer (routine), project management, and/or other work unit; and asset write-off. Other services also given are maintaining/improving inventory goods and preparing clearances for building restoration. This subdivision also prepares clearances for the use of facilities and also for the management of transportation.

 5.    Law and Order of Conduct

Services given by this subdivision include issuing the decrees and other legal products based on demand by work unit in UB environment. Decrees in this matter may be those related to officer candidacy, officer promotion, and Rector’s decision. Services concerning with the decrees are preparing draft, organizing coordination assemblies, giving consult to principal, and verifying principal. Other services that also provided are distributing and socializing legal products, either those from inside or outside UB environment.

6.    Human Resource

This subdivision bestows several services such as: preparing materials and concepts for human resource development trainings; preparing materials and concepts for pre-rank trainings, either for Second or Third Grades; preparing materials and concepts for the official examination, either for Second or Third Grades; collecting and processing materials/data of employees for proposals of selection until actual selection; organizing participants into Leadership Training and Education of Grade IV, III and II; preparing materials/data of employees for the interest of structural rank promotion; taking care of learning duties for lecturers and administrative staffs to other side of the country or to abroad; and preparing, implementing, and reporting the result of short-courses, seminars and workshops.

 7.    Employee

Employee subdivision are described as follows: preparing work plan and work program for subdivisions; compiling and reviewing legal issues of employment; collecting, processing and analyzing data of mutation, development and termination of employees; preparing materials of legal issues and decrees on employment; preparing materials for employee development plan; handling issues related with employee hiring and appointment; preparing materials for employee mutation and development; preparing and handling proposals related with mutation, development, reinstatement and termination of employees; preparing the issuance of leave; preparing documents for transfer verification; registering and archiving data of mutation, development and termination of employees; preparing documents for rank oath, rank hand-over, and civil servant oath; administering List of Job Performance Appraisal (DP-3), List of Rank Order (DUK), Staff Identity Card (Karpeg), Prime Card (Karin), Wife Card (Karis), Husband Card (Karsu), Health Insurance (Askes), Civil Servant Insurance Saving (Taspen), Documents for Family Benefit Payment (KP-4) and Sheets of Development Tax Payment (LP2P); preparing materials for pre-rank training and organizing official examination of Grade II and III; preparing materials for the selection of the best employee; compiling employee statistic; arranging employee statistic; arranging and storing individual archives; preparing materials for employee recognition; and helping to arrange reports from subdivisions.

 8.    Lecturer

Services given by lecturer subdivision include preparing work plan and work program for subdivisions; compiling and reviewing legal issues of employment; collecting, processing and analyzing data of mutation, development and termination of employees; preparing materials of legal issues and decrees on employment; preparing materials for the planning of lecturer development; preparing materials for the planning of lecturer formation and development; taking care of clearances and proposals of new lecturer appointment; handling issues of hiring and appointment of new lecturers; preparing and processing proposals of mutation, reinstatement and termination of lectures; preparing proposals for the appointment of non-official lecturers; preparing leave issuance; preparing documents for transfer verification; registering and archiving data of mutation, career development and termination of lecturers; preparing documents for rank oath, development and termination of lecturers; managing issues related with List of Job Performance Appraisal (DP-3), List of Rank Order (DUK), Staff Identity Card (Karpeg), Prime Card (Karin), Wife Card (Karis), Husband Card (Karsu), Health Insurance (Askes), Civil Servant Insurance Saving (Taspen), Documents for Family Benefit Payment (KP-4) and Sheets of Development Tax Payment (LP2P); preparing materials for pre-rank training; handling issues related with credit rate administration; preparing materials for the selection of the best lecturer; compiling lecturer statistic; arranging lecturer statistic; arranging and storing individual archives; preparing materials for lecturer recognition; preparing the arrangement of reports from subdivisions; and arranging reports from subdivisions.
